      OSWD, OpenWebdesign, and OpenDesigns (not listed above) are great places if your looking for some CSS ideas. Or looking for a basic starting point for a new site. Also a great way to learn as most of the designs are pretty basic with simple styling. I'm not much for Paid Template sites though, after awhile the internet will be one big generic template.
